A new study has found that children in London experienced significant improvements in lung size and function after the introduction of the city’s Ultra-Low Emission Zone (Ulez). The policy, which restricts the most polluting vehicles from entering certain areas, has been linked to better lung development in children, reversing years of damage caused by traffic-related air pollution.

## Study Findings and Policy Impact

Researchers from the University of Oxford and Queen Mary University of London (QMUL) conducted a study involving 1,664 children aged six to nine in London and 1,750 in Luton, a town with similar pollution levels but no clean air zone. The study, published in *The Lancet Public Health*, compared lung health before and after the implementation of Ulez in 2019.

Before Ulez, children in London had significantly smaller lungs than those in Luton. However, after the policy was introduced, the lung size and health of London children improved to levels comparable to those in Luton. The improvements correlated with a reduction in exposure to nitrogen dioxide, which fell twice as fast and twice as much in London compared to Luton within five years of Ulez.

Professor Chris Griffiths, joint senior author of the study, emphasized the global importance of such policies. “Traffic pollution in cities damages children’s health and development,” he said. “Ambitious clean-air zones should be considered a priority for cities globally with traffic-related air pollution.”

## Reactions and Criticisms

London Mayor Sadiq Khan, who championed the Ulez policy, highlighted the study’s findings as justification for the controversial measure. “For years, politicians and pundits opposed to the Ulez have cynically sought to turn questions of public health into a crude culture war,” he wrote in *The Guardian*. “Today, though, it’s clear that we’re winning the battle against toxic air in the capital - and it’s London’s children who are reaping the rewards.”

Health Minister Karin Smyth praised the study, calling it a “powerful reminder of the impact that air quality has on children’s lung health.” She added that the findings would help improve understanding of how reducing air pollution can support children’s health and reduce the risk of respiratory illnesses in adulthood.

However, not all experts are convinced that Ulez is solely responsible for the improvements. Professor Stephen Burgess of the University of Cambridge, who was not involved in the research, noted that other factors, such as the impact of the Covid pandemic on pollution levels, could have contributed to the observed changes. “Nevertheless, the finding is important because lung function in childhood is an important measure of health,” he said.

## Long-Term Health Benefits

The study builds on previous research showing that children exposed to high levels of air pollution in London had 5-10% less lung capacity by ages eight or nine. This impairment increases the risk of respiratory diseases, cardiovascular issues, and premature death in adulthood. The new findings suggest that policies like Ulez can help mitigate these long-term health risks.

The study’s authors hope their research will encourage other cities to adopt similar clean air measures. “Our findings provide the strongest evidence yet on how these harms can be prevented,” said Griffiths. The study underscores the critical role of urban environmental policies in protecting children’s health and development.
