Hundreds of people were killed in a catastrophic flash flood that tore through Nepal and Tibet on 26 August. The event, triggered by a large glacial collapse, destroyed homes, bridges, roads, and hydropower stations with terrifying speed.

As a Nepali citizen working on international climate policy, Sunil Acharya writes in The Guardian that the disaster illustrates the cost of delaying global climate action. He states it follows years of warnings that a rapidly warming planet would make such events more frequent, intense, and harder to predict.

Early warning systems overwhelmed

The immediate destruction exposed critical flaws in hazard monitoring. The flood in the Bhotekoshi valley destroyed upstream hydrological stations before they could register rising water levels.

Acharya explains the system was designed to detect a gradual rise. This event arrived as a massive surge of rock, mud, and water. By the time authorities received information and sent warnings downstream, communities near the source had virtually no time to respond.

Preliminary assessments indicate a glacial collapse triggered an ice-rock avalanche. This temporarily blocked the river before a massive surge travelled downstream. The precise sequence is still being investigated.

The limits of adaptation

Acharya argues adaptation has limits. A warning cannot stop a mountain of ice and rock from collapsing. It cannot protect infrastructure in an increasingly hazardous corridor.

Nepal needs greater international support for early warning, mountain monitoring, and resilient infrastructure. Because Himalayan hazards originate beyond borders, this requires stronger cross-border cooperation.

The Nepal Himalaya is changing rapidly. Glaciers are retreating. Warming is altering the conditions for glacier, permafrost, and slope stability. The climate in which these hazards occur is changing.

Continued warming will make an already difficult risk landscape harder to manage.

A call for finance and justice

Acharya outlines two fundamental tasks. The first is for historical polluter states to stop making the crisis worse by cutting emissions rapidly.

The fossil-fuel industry has made enormous profits, he notes, while frontline communities prepare for impacts with far fewer resources. Nepal should not copy the economic model that created the crisis, he argues.

The second task requires historical polluter states to pay for loss and damage. Nepal has contributed less than 0.1% of historical global greenhouse gas emissions. Its per-capita emissions remain among the lowest in the world.

Yet it is paying for a crisis it did almost nothing to create. Acharya calls this profoundly unfair.

Loss and damage finance must be additional to existing assistance. It needs to be accessible and grant-based. It cannot substitute for mitigation.

No amount of compensation will be enough if the world continues burning fossil fuels at today's scale. No adaptation programme can keep pace indefinitely with a climate that becomes more dangerous every year.

The people living along the Bhotekoshi river did not choose a warming Himalaya. With support, they can build more resilient livelihoods. They cannot adapt their way out of every disaster. Acharya concludes that loss and damage finance is an obligation to people already paying the price.
